Bulgaria – adviser on mediation to the Bulgarian Minister of Justice
In 2004, Bill Marsh of CMI was retained by the Bulgarian Minister of Justice as personal adviser on the development of mediation within the Bulgarian legal system. The new Bulgarian Mediation Act was about to come into force, obliging the Minister to produce, within 6 months, a regulatory structure to govern mediators and the delivery of mediation services, and to promote the field generally.
Working in co-operation with various Bulgarian stakeholders (lawyers, mediators, judges and others), CMI advised on appropriate structures for regulation of the mediation field, training standards, ethical guidelines, and the registration of mediators. We also assessed compliance with the EU (draft) Directive on mediation in preparation for Bulgaria’s proposed EU accession.
In addition, we ran programmes for Bulgarian and international investors to publicise the new mediation reforms and to build support and demand in the business community.
