Union Railways is constructing the Channel Tunnel rail link from London’s St Pancras station to the Channel Tunnel. Under the legislation authorizing their work, power was granted to compulsorily purchase land along the route.
CMI’s Bill Marsh advised Union Railways on the best approach for resolving disputes arising from these compulsory purchases. Although a mediation scheme was already in place, Union Railways identified the need for an additional evaluative scheme to operate alongside it. Bill designed and implemented an Early Neutral Evaluation scheme, the first of its kind in the UK for compulsory land purchases.
